4. Links
4.1 Links should be meaningful, and function should be determined by the name without surrounding context. If the same name is used for a link that moves to two different places, that is clearly indicated.

4.2 Color should not be used alone to identify links, and color should conform to appropriate color contrast ratios. Links, with focus, are typically identifiable using underline in addition to color.
